From 1st October 2008 an EPC is required when a property, in England & Wales*, is let to a new tenant, renewals of existing tenancy agreement will not require an EPC. The EPCs are currently valid up to 10 years, for rental purposes, and can be reused as many times as required within that period.
Where individual rooms in a building are rented out under separate agreements, and there are shared facilities (e.g. kitchen and/or bathroom), an EPC is not required however where the entire property is to be let under one agreement a single EPC will be required for the whole dwelling. Examples of the various scenarios can be found at the CLG website EPC's must be produced by a Qualified DEA who is accreditation with an authorised accreditation scheme & Landlords failing to provide a valid EPC will face a £200 fixed penalty fine (per dwelling, per incident) and be made to obtain an EPC.
